Rule change proposal 3: Redraft every year

Redraft entire rosters every year. This is significant enough a change that it would have to be instituted AFTER the next draft, so it would not take effect until 2009 season. Proposed by the Froglickers. Who else? 🙂

    16 continuous years, makes our league unique. I fear it would disband if this were enacted.
